Guangzhou Recognized as Comprehensive National High-tech Industry Base

Guangzhou is now recognized as the Comprehensive National High-tech Industry Base of Guangzhou， in the written reply given by State Development and Reform Commission, according to Guangzhou Development and Reform Commission on April 11. The High-tech industry is the most promising emerging industry that has great potential, and has become the pillar industry leading the shift of Chinese economic development mode.

In recent years a batch of comprehensive high-tech industry bases at national level have been under construction or built in accordance with plans made by the State Development and Reform Commission. Now, altogether nine cities or areas are given permission, and these include Guangzhou, Beijing, Tianjin, Shanghai, Shenzhen, Changsha-Zhuzhou-Xiangtan area, Xian, Wuhan and Jinan.

According to Pan Jianguo, the head of Guangzhou Development and Reform Commission, the fact that Guangzhou is permitted to build itself into a comprehensive national high-tech industry base, symbolizes that the high-tech industry in Guangzhou has been officially taken into the strategic layout for the overall development plan of China. It will promote the capacity of China to sustain innovation in the high-tech industry of the city and play a significant role in developing strategic emerging industries and pushing the agglomeration development of industries forward.

On the same day, Guangzhou Development and Reform Commission released the up-to-the-minute Plan for Development of Comprehensive National High-tech Industry Base of Guangzhou. According to the Plan, in the following ten years, Guangzhou will invest 200 billion Yuan to start 100 projects in its connection. It is predicated that by 2015, the production value of high-and-new-tech products will reach one trillion Yuan and by 2010, two trillion Yuan. By that time, the high-tech industry base of the city will be built into a comprehensive base that boasts complete research and development system, reasonable structure of human resources and powerful innovation capacity, can support industrial development of the city in all around way and leads high-tech industry in Pearl River Delta to achieve leap-frog development.

The Plan also states that during the period of Twelfth Five-year Plan, Guangzhou municipal finance will increase one billion Yuan every year as a special fund for enterprises and projects that conform to the priorities of industrial development, possess core technology of proprietary intellectual property rights and boast high brand awareness, great potential, and high market share. In addition, according to Measures on Encouraging Overseas High-level Talents to Start Business or Be Employed in Guangzhou, the eligible high-level talents from abroad will be granted financial support in both beginning and developing phrases of business, with a maximum support of 5 million Yuan. The Measures are aimed aim at encouraging high-tech talents to settle in Guangzhou.
